Raymon "Ray" E. Tate, Jr.

Chairman of the Board & Chief Executive Officer

Mr. Tate is the founder of American Gas & Technology and the principal inventor of the AG&T LNG Ststion. With nearly 40 years of experience in the automotive industry, he is known as an automotive and transportation energy expert. Mr. Tate has worked extensively in mechanical and electronic automotive development, with his most significant experience being in the area of alternative fuels development and operations. Mr. Tate is a former member of the U.S. Department of Energy Infrastructure Development Working Group Committee. He has served on the Board of Directors of the National Natural Gas Vehicle Coalition, an organization of more than 180 companies dedicated to the development of the alternative fuel, as well as the California Natural Gas Vehicle Coalition. Mr. Tate is a former Associate Member of the Society of Automotive Engineers. Mr. Tate has developed and managed a $12 million portfolio of real estate in Northern California.

Tim C. Tight

Director, Chief Financial Officer

 Mr. Tight has spent 36 years in Silicon Valley and Europe introducing breakthrough technologies to market. He has held executive positions at Raychem, Spectra Physics, Metcal, Immersion, Diablo Research and M Squared Consulting.  Starting in engineering product design, Mr. Tight transitioned to marketing and business development and senior management roles and then founded a company, Edge Capital Access, to help early stage companies raise their next round of funding. These services include building extensive pro-forma financial models and supporting the creation of all collateral materials required in the funding process. He was instrumental in launching and funding a major product development effort serving the natural gas industry.  Most recently Mr. Tight was involved with the EB-5 Immigrant Investor program to help raise funds for businesses which create jobs in regions that are experiencing high unemployment. Mr. Tight has a B.S. in Physics from Denison University and an M.S. in Mechanical Engineering and an MBA from Stanford University.

Boris Shrayer

Director, Vice President of Commodities and Corporate Strategy

Mr. Shrayer has over 22 years of energy market and 25 years of financial industry experience. After 3-year stints at Goldman Sachs and Merrill Lynch, he spent 16 years at Morgan Stanley as a Managing Director since 2006. He started as a Global Head of Investor Coverage and then managed overall Commodities Marketing, Strategy and Research.  Mr. Shrayer and his team at Morgan Stanley started the Investor business, small E&P producer-lending, LNG/CNG marketing and CNG transportation businesses. Since leaving Morgan Stanley at the end of 2013 he has focused on the opportunities in E&P, fuel optimization for power plants, ethane-fueled power plant development and LNG exports. Mr. Shrayer has a degree in Mathematics from MIT and had a brief research stint in physical oceanography.

Michael R. Tate 

Director, Vice President of Manufacturing

Mr. Tate was a Project Manager in Silicon Valley for ten years working as QA Manager and in R&D developing processes for the manufacture of custom thermal products including heat exchangers - one of the major components in AG&T’s LNG stations. Early in his career, Mr. Tate worked in the automotive industry gaining valuable vehicle technology skills and is considered a vehicle expert.  He has substantial experience in setting up equipment manufacturing lines and has participated in altering production lines at a Ford Quality Vehicle Modifier to produce Liquefied Natural Gas Vehicles.  Mr. Tate is a certified welder and has a universal refrigeration license. In addition, Mr. Tate is an expert in Just-in-Time Inventory methods and many other manufacturing efficiencies. Mr. Tate has worked with the AG&T team for over ten years assisting in the design and manufacturing of AG&T prototype stations and plant layout and manufacturing lines design. His responsibilities also include meeting environmental regulations for plant assembly lines and product materials and developing all regulatory and safety testing and the projections of life-cycle maintenance of systems.

Harold M. Lee

Vice President of Research, Development & Engineering

Mr. Lee is a co-founder of American Gas & Technology and has played an integral role in the company’s R&D efforts since 1993, designing the data acquisition and control systems for the Liberty Stations. Prior to his time with AG&T, Mr. Lee was an independent electronic control consultant for 14 years. His designs include electronic control systems for a variety of machines for such companies as Pepsi Cola and Apple Computers.  From 1973 to 1976, Mr. Lee was founder of the Consumer Division of Atari Corporation, having designed several video games, including “Pong” on one MOS Chip.  He also developed the D-RAM for the computer industry.  Mr. Lee has also designed Custom “N” Channel  MOS chips, electron optics for Charactron shaped bean cathode ray tubes and wiring harness systems for the Atlas Missile.  Mr. Lee received his Bachelor of Science degree in Electrical Engineering from the University of Idaho and his Master of Science Degree in Electrical Engineering from San Diego State University.

Thomas A. Tate
Vice President of Sales

Mr. Tate is currently running a local marina including fueling and commercial operations. In addition, he works with State Agencies to follow environmental statues and gain approvals for dredging and other commercial activities. The core of his experience in the automotive and manufacturing field was gained modifying cars to run on propane. He was instrumental in selling contracts to convert vehicles for city agencies and assisted in the installation of new fuel systems.  He helped to modify the former Langendorf Bread factory building to a manufacturing and development operation for the initial Liberty Station™.  Mr. Tate helped to design and run training meetings to bring the team up to speed on car conversions and on the merits of the liquefier system including the benefits of natural gas vehicle fuel. Early in his career, he earned his contractor’s license and ran his own business doing residential and commercial remodels while continuing to work with the Redwood City School District. Mr. Tate began his career working with Oswald Machine & Equipment, a manufacturer of backup generators for off-grid industrial projects, working up from parts manager to maintenance, installation and sales.

Fabrice Brassart 
Business Development, Europe and Middle East

Mr. Brassart has been involved more than 10 years in the energy sector in several countries (France, U.S., Kingdom of Saudi Arabia, etc.). He has accumulated vast experience in identifying business opportunities while he worked with the International Financial Institutions (World Bank, Inter-American Development Bank, International Monetary Fund) or conducting due diligence, preparing financial modeling for investment funds, settling commercial strategy, preparing bids, negotiating and concluding lucrative contracts, analyzing the market dynamics, for some prominent French companies listed at the CAC 40. He has been exposed to matters such as sector regulation, production capacities, renewable energy use, macroeconomic shocks, and liberalization of markets when he served with the Ministry of Economy and Finance at the French Embassy in Washington D.C., liaising with the IFIs. Mr. Brassart has an M.A. in economics from Yale University, M.S. in engineering (Economics and Finance) from Ecole Nationale des Ponts et Chaussées; and a B.S. and M.S. in Theoretical Physics, with High Honors from University of Evry.  Mr. Bassart is fluent in French and English. 

Youbert Alkhato
Business Development, U.S. and Canada

Mr. Alkhato has more than 30 years of experience in the automotive industry. His experience includes, transportation fuels and pollution reduction technologies for the automotive industry. Prior to joining AG&T, Mr. Alkhato was a consultant to the automotive industry.  In addition, Mr. Alkhato worked for Mobil Oil, as an operations manager and coordinator for company-owned gasoline stations.   Mr. Alkhato is a compressed and liquefied natural gas vehicle expert.

Barry J. Deutsch
Marketing

Mr. Deutsch is currently the President of the Deutsch Group, A Los Angeles-based management consulting firm specializing in organization and management development.  He has more than 40 years of hands-on organizational and strategy development expertise and has worked with such well known organizations as Century 21, Carnation, Northrop Grumman, Magnavox, General Dynamics, Kodak, Mattel, Kellogg, TRW, Del Monte, Xerox and Union Bank of California.  Mr. Deutsch received his Bachelor’s Degree in Marketing and Master’s Degree in Organization Development from the University of Southern California, where he also lectured in management for more than three years.  His client activities have ranged from organization surveys to organization development, leadership training, and general management counsel. Mr. Deutsch has authored 11 management development programs and numerous published articles on the topics of leadership, group dynamics, strategic planning, management by objectives and franchising.  He is listed in Marquis‘ Who’s Who in America, Who’s Who in West and Who’s Who in Finance and Industry.
